L'État américain du Colorado est divisé en 271 municipalités, qui ont le statut de city ou de town[1].

Création et statut

Denver est la capitale et la municipalité la plus peuplée du Colorado.

Les municipalités du Colorado ont le statut de city ou de town. Les électeurs peuvent choisir de transformer une town en city lorsque sa population dépasse 2 000 habitants et une city en town lorsqu'elle redescend sous ce seuil[2].

Au-delà de 2 000 habitants, les municipalités peuvent adopter une charte municipale dite « home-rule charter »[2]. Lorsqu'une telle charte est approuvée par les électeurs, la municipalité dispose d'une plus grande liberté dans son organisation. L'article XX de la constitution du Colorado permet également à ces gouvernements locaux de prélever l'impôt, d'édicter des législations et d'exercer un contrôle sur les « affaires locales » (local concern)[3].

Lorsqu'elles ne disposent pas de charte, les municipalités sont « statutaires » (statutory), leur statut est régi et limité par la loi du Colorado. Les impôts sont collectés par l'État, qui les reverse ensuite aux municipalités[3]. L'article 31 des Statuts révisés du Colorado prévoit que les statutory cities élisent un maire et deux conseillers municipaux par ward ; elles peuvent également choisir d'élire un city manger et un conseil municipal, composé de deux membres par ward et d'un élu sur l'échelle de la municipalité. Les statutory towns élisent un conseil des administrateurs (board of trustees) composé d'un maire et de quatre à six autres membres, élus à l'échelle de la municipalité.

Enfin, deux villes de l'État résultent de la fusion du comté et de la municipalité : Denver et Broomfield.
